लोक नीति शोध ॐ (PPRC) ने आज अपनी शोध अध्ययन रिपोर्ट ‘अ टेल ऑफ बिट्रेयल’- पंजाब कांग्रेस मेनिफे टो रिव्यू जारी की। रिपोर्ट को गणमान्य व्यक्ति, पंजाब भाजपा अध्नात व् राज्यसभा सांसद श्री श्वेत मलिक और श्री हरदीप सिंह पुरी, ॐ यि राज्य में 7 (आई.सी), आवास एवं शहरी विकास में रालय, द्वारा डॉ. सुमीत भसीन निर्देशक, पी.पी.आर.सी, की उपर्न थति में, जारी किया गया। यह रिपोर्ट 2017 के विधानसभा चुनावों के लिए अपने घोषणा स्त्र में कांग्रेस सरकार द्वारा किए गए वादों और उस पर की गई कार्रवाई का कि तृत विश्लेषण प्र तुत करती है। रिपोर्ट को जारी करते हुए, डॉ. भसीन ने रिपोर्ट के कि कर्षों पर प्रकाश डालते हुए कहा कि, 91% वादों को पूरा नहीं किया गया है। कांग्रेस ने अपने घोषणा त्र में कुल 438 वादे किये थे, जिनमें से वह 398 वादों को पूरा करने में विफल रही है। बाकी यानी 40 वादे या कुल घोषणा का 9% हि सा या तो प्रगति पर है या उन पर कोई काम हुआ है। इसके अलावा, श्री अमरिंदर सिंह ने 9-बिंदु एजेंडा के रूप में लोगों से व्यक्तिगत प्रतिबद्धता की थी, वे उसे भी पूरा नहीं कर पाए हैं। पंजाब में सार्वजनिक वस् थ्य सेवाओं के बुनियादी ढांचे की + थति पर टिप्पणी करते हुए, डॉ. भसीन ने कहा कि यह + थति पूरी तरह निराशाजनक है। उदाहरण के लिए, जबकि भारत में 44.9% आबादी अपने इलाज के लिए सरकारी सुविधाओं का लाभ उठाती है , पंजाब में केवल 27.1% लोग ऐसा करते हैं। इसके अलावा राज्य की अनुसूचित जाति, जो पंजाब की जनसंख्या का 32% हैं, अभी भी गरीबी की छाया में कूली झिता और बुनियादी सुविधाओं के अभाव में जी रहे हैं। व्यापार के मोर्चे पर, डॉ. भसीन ने चिंता व्यक्त की, कि राज्य ने ईज़ ऑफ डूइंग बिजनेस रैंकिंग में खराब प्रदर्शन दर्ज किया, जो कि संबंधित वैश्विक रैंकिंग में भारत की प्रशंसनीय प्रगति के विपरीत हैइसी समय में, जहाँ भारत 142 वीं रैंक से बढ़कर 77 वीं रैंक पर पहुंच गया, वहीं पंजाब 2015 में 16 वीं रैंक से गिरकर 2018 में 20 वें रैंक पर आ गया। श्री हरदीप सिंह पुरी ने कहा कि कृषि ऋण माफी के वादे पर भी अमरिंदर सिंह की सरकार विफल रही है, क्योंकि राज्य के किसान इसका लाभ नहीं उठा पाए हैं। जबकि राज्य के किसानों का अनुमानित कुल कर्ज 1 लाख करोड़ से भी अधिक है और 5% भी कर्ज माफ नहीं किया गया है। उन्होंने ज़ोर देते हुए कहा की यह एक कठोर सच है कि पंजाब में शराब, अफीम, कोकीन, नशीला टीके आदि के अधिक उपयोग के चलते, पंजाब की चर्चा, देश की शीर्ष पांच राज्यों में गणना होती है। यहाँ गांजा लेने वालों की संख्या राष्ट्रिय औसत से भी ज्यादा है और देश में नशे के लिए सीडेटिव का उपयोग करने वालों की संख्या सबसे अधिक है। उन्होंने कहा की अमरिंदर जी की सरकार, इस संकट से जूझने के लिए, जमीन पर काम करने के बजाय, एक महीने के भीतर नशीले पदार्थों के व्यापार को खत्म करने की खोखली बयानबाजी को पूरा करने में अ त थी। श्री मलिक ने कहा, ॐ सरकार की योजनाएं, पंजाब के लिए महत्वपूर्ण साबित हुई हैं। मिसाल के तौर पर, कें सरकार की योजना, समग्र छिता अभियान के तहत, ॐ सरकार पंजाब में 2,800 सरकारी प्राथमिक और माध्यमिक कूलों को मार्ट कूलों में बदलने में मदद कर रही है। लेकिन सरकार की धीमी कार्य गति के कारण यह काम भी उनके कार्यकाल में पूरा होता हुआ नहीं दिख रहा। यह कहा जा सकता है कि पंजाब में कांग्रेस सरकार पूरी तरह से उन लोगों से संपर्क खो चुकी है जिन्हें इसे सेवा प्रदान करनी चाहिए थी। श्री पुरी ने टिप्पणी की कि कैसे अमरिंदर सिंह सरकार ने महिलाओं और वंचित वर्गों के साथ विश्वासघात किया, पूरी तरह से मुफ्त छिता के वादों पर पानी फेर दिया। उन्होंने यह भी उल्लेख किया कि कैसे सरकार छिता के लिए धन आवंटित करने में असमर्थ थी और किये गये वादे पे असफल रही। गणमान्य लोगों ने उम्मीद जताई कि यह रिपोर्ट सरकार को अपनी नींद से झिंझोड़ेगी ताकि वे कम से कम, पंजाब के लोगों से किये गये वादों की पूर्ती की और अग्रसर होगी।

Public Policy Research Centre (PPRC) today released its research study report ‘A Tale of Betrayal-Punjab Congress’s Manifesto Review’. The report was released by dignitaries Shri Shwait Malik, MP Rajya Sabha, President, BJP Punjab and Shri Hardeep Singh Puri, Union Minister of State (IC), Ministry of Housing and Urban Affairs, in the presence of Dr. Sumeet Bhasin, Director PPRC.
The report presents a detailed analysis of the promises made by the congress government in its manifesto for 2017 assembly elections and the action taken thereon. Releasing the report, Dr. Bhasin highlighted the report’s findings that 91% of the promises have not been delivered. Congress failed in 398 promises out of the total 438 promises made to the people. The rest i.e. 40 promises or a woeful 9% of the total manifesto are either in progress or delivered. In addition, none of the personal commitments (9-point agenda) that Mr Amarinder Singh made to the people is fulfilled.
Commenting on the Status of public healthcare infrastructure in Punjab, Dr Bhasin said that the condition is utterly disappointing. For instance, while 44.9% population in India approach public healthcare facilities for their treatment; only 27.1% do so in the state of Punjab. Further the state’s Schedule Caste, which constitutes 32% of the state population, still lags behind in poverty reduction, schooling and access to basic amenities.
On the business front, Dr Bhasin expressed concern that the state recorded poor performance in the Ease of Doing Business rankings, quite contrary to the meteoric rise of India in the corresponding global rankings. In the same time, India rose from 142nd rank to 77th rank. In Ease of Doing Business, Punjab fell from 16th rank in 2015 to 20th rank in 2018.
Shri Hardeep Singh Puri said that the big-ticket promise of farm loan waiver is a failure, as not even a fraction of the farmers in the state were benefitted. While the estimated total debt of the State’s farmers is over ₹1 lakh crores, not even 5% of the debt is waived off.
He further emphasised thatthe harsh reality is that Punjab is still among the top five states in terms of highest prevalence of alcohol use, opioid use disorder, cocaine users, risky injecting practices, higher-than-national prevalence of cannabis use, and largest population of people using sedatives, among others. Rather than working on the ground to stymie the drug menace, he said, the government was busy in whipping up the empty rhetoric of wiping out drug trade within a month.
Nevertheless, Shri Malik noted, the central government initiatives have been a beacon of light for Punjab. For instance, under the central government scheme- ‘Samagra Shiksha Abhiyan’, the Union government is helping Punjab to turn 2,800 government-run primary and secondary schools in the state into smart schools. But the snail’s pace of work on the promises made in the manifesto makes them far from achievable in this tenure. It can be said that the Congress government in Punjab completely lost the touch with people to whom it should have served.
Shri Puri commented on how the Amarinder Singh government betrayed the women and
disadvantaged sections, by completely turning back on promises of free education. He also noted how the government was unable to allocate funds for education as promised.
The dignitaries expressed hope that this report would jolt the government from its slumber and start serving Punjab people at least on the promises made to them.
